    Chime typically has the money from a direct deposit from the employer when the FDA opens it doors at 9am Eastern Time and that is also when chime will issue the funds to you account.  However if your employer or the company that is paying you through direct deposit does not send the money until 1pm than obviously chime cannot issue the credit until after 1pm.  Chime credits your account the same moment that the payee sends the deposit.
